I have recently seen an art installion consisting of a video camera pointed into an empty room with a VDU just underneath at normal wall picture height.
I observed the pictures which sometimes were live of people who entered the room and at other times the video was of articles which were no longer in the room such as flowers on the floor or a dressing table. After a while the memory of previous people came up on the screen.
So I was really impressed but I have my own ideas of what should be displayed .
Query what software what hardware to get a similar effect.

It sounds like you might want to look into installing a security camera system which automatically takes and saves digital video using a motion detector to tell when someone enters or leaves a room. I think that would bring you the raw video. You can get a security system that's like a DVR [generic word for a TiVO if that's more familiar to you] that records the video on disk.
I don't know if you can export that video or how it would work, but you probably can. Take the video, put it into QuickTime format and edit it with Final Cut Pro or whatever video editing program you have . Then just loop it continuously on the monitor - it would probably be easiest to just use a DVD player set on repeat.
I think the DVR-style security system with good capacity costs around $2,000-$3,000 but that was from a few years back and equipment's probably gotten cheaper since then. Don't use a home-grade system since the video's awful. Be sure to check the video quality of your system in person before purchasing/selecting it.
Hope that helps; let me know if you have other questions.
